A new benchmark for custody

Longsight Custody Suite

Longsight is the largest custody facility in Greater Manchester by cell capacity. The site had been closed since 2019 and earmarked for a major refurbishment, with Greater Manchester Police planning to bring it back as a central part of their custody estate. Tremorfa was appointed to deliver the security and fire installation inside a £9.5 million construction programme.

This was a strategically important site for the force, delivered to a live opening date and to a national standard while reflecting how GMP custody actually runs day to day.

Our Approach

A bespoke fit for GMP operations

Police custody is governed by the Police Custody Design Guide, owned jointly by the Ministry of Justice and the National Police Estate Group. It sets the national benchmark for what good custody looks like, and we design to it as a baseline - but every force operates differently. Across the 43 forces in England and Wales, the principles are shared and the local detail varies.

We worked with Greater Manchester Police early in design development to understand how their custody teams operate and where the local detail needed to sit. The installed system meets the national standard and reflects the way GMP custody actually runs.

Our Approach

A multi-discipline package, delivered as one

At Longsight, Tremorfa was appointed to deliver both the security and the fire installation under a single contract. For a force, that removes the friction of coordinating multiple specialist contractors across the same space. One team to engage with, one programme to manage and one point of accountability.

Both our specialist security team and our fire team sat in design development meetings from the start, working through sequencing and design decisions together rather than separately. On site, the two installations ran in parallel with the wider construction programme.

Our Approach

An integrated custodial system, built on Tasicca®

At the heart of the installation is Tasicca®, our custodial platform that brings staff safety, communication and operational oversight into one integrated system.

Cell-side staff safety affray strips allow officers to summon immediate assistance during an incident. Cell-call intercoms link detainees directly to the charge desk for everyday requests, with intelligent call management preventing audio overload at busy moments. Entry intercoms manage controlled access into the building. A site-wide public address system ties everything together.

Layered over the top, the custodial CCTV and digital recording give full coverage across cells, charge room and ancillary spaces, with a fully integrated control room providing real-time visibility across the suite.

Every element was designed to complement, not complicate, the operational environment.

Inspector Ian Thomas — Longsight Custody Suite

“The introduction of new processes and technology has made a tangible difference, allowing us to work more efficiently while maintaining the highest standards of care, safety and dignity for those brought into custody.

This facility represents a significant step forward for custody provision across Greater Manchester, and it’s fantastic to see it already making a positive impact.”

Our Approach

Working inside a live refurbishment

The biggest operational challenge on a refurbishment of this scale is environmental. Specialist electronic equipment, aspirating fire systems and server room hardware do not respond well to dust, debris and the general conditions of a live building site. Sequencing matters, but so does the ability to adapt when plans change.

Our site supervisor led the day-to-day installation, working directly with the other trades to keep our package moving through the programme. When a corridor was unavailable, work moved to another. When dirty works ran longer than expected, we worked around them and arranged the deep cleans needed before our equipment went live. Flexibility on site is not optional on a project of this duration; it is built in.

Our Approach

Precision behind the scenes

Good security is not only about what you can see. The containment, cabling and server environments at Longsight were delivered to the same standard as the visible equipment. On a 44-cell facility carrying integrated CCTV, audio, fire and aspirating detection, the infrastructure behind it all has to be ordered and accessible.

Because we maintain what we install, precision matters from day one.

The Outcome

A force-defining facility, open and operational

Longsight Custody Suite opened on 14 May 2026. In the first 24 hours of live operation, the facility processed 40 detainees in a staged ramp-up reflecting the scale of the systems coming online. The site adds 44 cells to Greater Manchester Police's custodial capacity, in a strategically central location for the force.

The formal opening on Friday 8 May was attended by Chief Constable Sir Stephen Watson and Deputy Mayor for Policing and Crime Kate Green. In his address, the Chief Constable personally acknowledged Tremorfa for the quality of the installation and the team's commitment throughout the project.

Longsight is the first custody facility in England to bring in airport-style body scanners, designed to avoid the need for strip searches wherever possible. The measure is one of several recommendations from Dame Vera Baird KC's 2024 review of GMP custody, with the new facility built to implement those recommendations in full.

Longsight sits inside a wider custody transformation programme at Greater Manchester Police, which has seen the force win Custody Team of the Year at the National Police Chiefs' Council awards. Delivering a project of this scale into a force at the forefront of national custody improvement is a clear demonstration of what our specialist custodial expertise can support.

In their words

“The opening of Longsight represents a major milestone in GMP’s journey to become the best police force for the people of Greater Manchester. It gives us more space to safely detain suspects, improved safety for staff and detainees, and a modern facility that supports continued improvement.”

Chief Constable Sir Stephen Watson — Greater Manchester Police

“This facility has been designed with wellbeing at its heart, including provision for young people and neurodivergent detainees. It will help GMP continue to improve the service it provides to the public, supported by new technology funded through GMCA.”

Kate Green — Deputy Mayor for Safer and Stronger Communities

“The introduction of new processes and technology has made a tangible difference, allowing us to work more efficiently while maintaining the highest standards of care, safety and dignity for those brought into custody.

This facility represents a significant step forward for custody provision across Greater Manchester, and it’s fantastic to see it already making a positive impact.”
